New Highlands plan expected in November

A revamped regional master plan for the Highlands is finally expected to be unveiled in November, nearly a year after the draft first was presented, with a final plan to be in place by the end of January.

Charles Siemon, a nationally recognized planner who worked extensively on the Pinelands and state master plans, told the New Jersey Highlands Council at its monthly meeting Thursday that during his first two months on the job, his firm has thoroughly analyzed the current plan and come up with numerous suggestions for revisions.
